Prohibits health care providers, facilities, and structured sober living homes from offering or paying commissions, bonuses, rebates, kickbacks, bribes, or split-fee arrangements to induce patient referrals.

Prohibits soliciting or receiving commissions, bonuses, rebates, kickbacks, bribes, or split-fee arrangements in return for referring patients or accepting treatment from health care providers, facilities, or sober living homes.

Establishes exceptions for nurse registries, certain Medicare/Medicaid payments, group practice arrangements, insurance agent commissions, health insurer payments, and qualifying health information services.

Classifies violations as class 1 misdemeanors, with second or subsequent violations treated as class 6 felonies.

Defines "structured sober living home" by reference to existing Arizona Revised Statutes sections 9-500.40 and 11-269.18.
