Amends Section 41-511.04 to add authority for the state historic preservation officer to enter into agreement documents consistent with state and federal law regarding historic private burial sites and cemeteries.

Requires state agencies to establish programs in cooperation with the state historic preservation officer to locate, inventory and nominate properties under their ownership or control to the Arizona register of historic places if they meet criteria for inclusion.

Creates a streamlined survey report process for rangeland improvement projects that allows qualified individuals and supervised volunteers to perform surveys and establishes buffer zones of at least 50 feet to avoid disturbing artifacts and 75 feet around known site boundaries for archaeology monitoring.

Directs the state historic preservation officer to include state agency performance in managing historic properties in annual reports to the legislature and governor.

Clarifies that the streamlined process does not interfere with tribal contracts or tribal cultural resources.
