Amends Arizona Revised Statutes section 11-865 to clarify that county planning and zoning article provisions do not apply to agricultural operations, irrigation and drainage work, or public utility systems.

Specifies that exemptions do not apply to persons or entities involved in changing, remanufacturing or treating human sewage or sludge for distribution or resale.

Requires property owners of agricultural land classified under section 42-12002 who wish to change agricultural use must not implement changes that endanger public health or safety.

Enacted as Chapter 139 during the Arizona House of Representatives' Fifty-third Legislature, Second Regular Session in 2018.
