Establishes a motor vehicle dealer enforcement fund consisting of civil penalties from unlicensed motor vehicle dealer violations, administered by the Department of Transportation.

Requires the director to deposit any fund balance exceeding $250,000 at the end of each fiscal year into the state highway fund.

Creates an unlicensed motor vehicle dealer enforcement task force with 9 members (3 from Department of Transportation, 3 from Department of Revenue, 3 from independent automobile dealers' associations) to meet quarterly and review enforcement activities.

Task force must submit quarterly reports to the director of the Department of Transportation with copies to the secretary of state.

Task force terminates on July 1, 2026 unless extended by the legislature.
