Establishes the hyperbaric oxygen therapy for military veterans fund administered by the department, consisting of private donations, grants, bequests, and other monies that are continuously appropriated and exempt from lapsing.

Requires fund monies to provide financial assistance to veterans for hyperbaric oxygen therapy, with authority to seek reimbursement if therapy was covered by private insurance or other entities.

Creates a 5-member advisory committee consisting of the director (as chair), four governor-appointed members including national guard commanders, doctors, and active or retired military personnel.

Committee responsibilities include determining fund award distribution, establishing the application process for financial assistance, and making other necessary recommendations.

Appropriates $25,000 from the state general fund to the veterans hyperbaric oxygen therapy fund in fiscal year 2018-2019, with $25,000 to be returned to the general fund in fiscal year 2022-2023; committee terminates July 1, 2026.
