Allocates $18 million from the Arizona Highway User Revenue Fund in fiscal year 2019-2020: $9 million to counties with populations under 215,000 persons and $9 million to cities and towns with populations under 7,500 persons.

Counties under 215,000 population receive $200,000 each plus remaining funds apportioned by population; cities and towns under 7,500 population receive $100,000 each plus remaining funds apportioned by population.

Uses 2016 U.S. Census Bureau population estimates for distribution calculations.

Section 28-6535 is repealed effective October 31, 2020, making this a temporary one-year distribution.

Requires the $18 million distribution to come from anticipated increases in highway user revenue fund monies in fiscal year 2019-2020.
