Increases penalty for causing serious physical injury by moving violation from 90 days to 180 days suspension for first offense, and increases death penalty suspension from 180 days to 1 year; changes classification from class 3 misdemeanor to class 1 misdemeanor.

Increases restitution cap for causing serious physical injury by moving violation from $10,000 to $100,000.

Adds a new subsection to section 28-675 (causing death by use of vehicle) establishing that driving privilege suspension from section 28-4141 for failure to provide proof of financial responsibility constitutes operating without a valid privilege.

Makes causing death by use of vehicle a class 3 felony when resulting from suspension under chapter 4, article 3 or section 28-4141, instead of standard class 4 felony.

Makes causing serious physical injury by use of vehicle a class 5 felony and adds consecutive sentencing requirement and mandatory restitution provisions.
