Prohibits certain persons from serving on homeowners' association boards after the period of declarant control, including declarant employees, relatives of declarant owners/officers, and those with conflicts of interest such as real estate brokers or general contractors working in the community.

Requires board members to declare conflicts of interest in open meetings when any contract or action would benefit them or their relatives, and allows them to vote on the issue; contracts violating this requirement are void and unenforceable.

Prevents declarants from serving on or appointing members to committees delegated authority by the board, including architectural and design review committees, once the community meets declarant control termination requirements.

Requires design review and architectural committees to include at least one board member serving as chairperson and establishes procedures for security deposits on construction projects, including trust account placement, final approval meetings, on-site reviews, and timelines for deposit release.

Mandates that architectural design approvals shall not be unreasonably withheld and prohibits such approvals from constituting representation that plans comply with governmental or engineering standards.
