Sets automatic five-year sunset provisions for all occupational licensing requirements, requiring local governments to hold new public hearings and demonstrate necessity to continue them.

Exempts occupational licensing requirements for workers at structured sober living homes, adult service establishments, adult oriented businesses, and public airports from these restrictions.

Excludes business licenses, facility licenses, building permits, zoning regulations, and federally-required licenses from the definition of occupational licensing requirements.
