Clarifies that for grades seven and eight, students enrolled in six or more subjects are counted as full-time students with an average daily membership of 1.0, while part-time students in fewer than six subjects receive fractional membership calculations.

Adjusts high school definitions so full-time students must be enrolled in at least four subjects that count toward graduation, with part-time students receiving proportional membership based on subject enrollment (ranging from 0.25 to 0.834).

Removes specific hourly requirements from high school student definitions, instead using subject-count methodology to determine full-time and part-time status.

Requires school districts and charter schools to report student absence data to the department of education at least once every sixty days in session, with withdrawals effective retroactively to the last day of actual attendance or excused absence.
