Amends Arizona law governing special elections to fill vacancies in the U.S. House of Representatives, establishing timeframes between 120-133 days for the primary election and 70-80 days for the general election after the vacancy occurs.

Modifies the timeline for U.S. Senate vacancies by distinguishing between vacancies occurring more than 150 days before the next regular primary election (filled at next general election) and those occurring 150 days or less before (filled at second general election).

Requires the governor to call special elections within 72 hours of a House vacancy being declared and mandates candidates file nomination papers within 30 days of the election proclamation.

Adds provisions for mass vacancies in the U.S. House (occurring simultaneously with at least 100 other vacancies nationally), requiring a special general election within 49 days of declaration unless a regularly scheduled election occurs within 75 days.

Requires county clerks to publish election proclamations in official newspapers and post notice of special election dates on county-operated websites within five days of receiving the proclamation from the governor.
