Amends Arizona Revised Statutes section 28-6993 to authorize the use of state highway fund monies to pay expenses and costs for installing and maintaining traffic control spikes to address wrong-way drivers.

Adds new section 28-7060 requiring the Department of Transportation, in consultation with the Department of Public Safety, to identify highway portions with high potential for wrong-way drivers.

Mandates the installation and maintenance of traffic control spikes on identified highway sections that will shred the tires of vehicles driven the wrong way on highways.
