House Bill 2543 - Governmental Mall Commission

• Restructures the legislative governmental mall commission to consist of three senate members, three house members, two governor-appointed members, two public members, the director of administration, the historical advisory commission chairman, two county supervisors, and two Phoenix city representatives, replacing the previous advisory member structure for legislative leaders.

• Changes the commission's role from requesting permission and providing written approval for development projects to making favorable or unfavorable recommendations to state and local government entities regarding new structures, sites, or construction contracts within the governmental mall area.

• Removes provisions allowing members over 100 years old to vote by proxy and eliminates the commission's termination date of July 1, 2025, establishing it as a permanent body.

• Requires the department of administration to develop and maintain a comprehensive long-range general plan for the governmental mall, with the commission directing this effort rather than performing it directly.

• Clarifies that the commission's review authority applies only to public property development except for routine maintenance and cellular telephone service updates within the governmental mall boundaries.
