Changes the registrar of contractors' authority regarding work experience documentation and verification from discretionary ("may") to mandatory ("shall") waiver for qualifying parties who have previously held that position in the same classification.

Expands the waiver of work experience documentation and verification requirement to apply when the qualifying party previously held the position within the preceding five years and meets all other qualifications.

Adds a new mandatory waiver of the examination requirement for qualifying parties who are currently or have previously been a qualifying party for a licensee in the same classification within the preceding five years.

Removes the prior language limiting examination waiver to only work experience documentation and verification, making examination waiver a separate requirement in the qualification process.
