Establishes the desalination action study committee consisting of 6 legislators (3 House, 3 Senate), representatives from power providers, water districts, agricultural districts, and a city over 400,000 population, plus directors from University of Arizona water resources, environmental quality, and water resources.

Committee members serve without compensation and are led by two cochairpersons designated by the Speaker of the House and President of the Senate.

Committee shall examine state statutory and regulatory barriers to using and reusing high salinity water, review studies on economic impacts of high salinity water, and develop recommendations for statutory and regulatory changes.

Requires committee to submit a report with findings and recommendations to legislative leadership and the Secretary of State on or before December 31, 2018.

Committee is automatically repealed on September 30, 2019.
