Amends Arizona Revised Statutes to add definitions for "electric vehicle charging service provider" and "electric vehicle charging station" to include level two and direct current fast chargers.

Authorizes the Arizona Corporation Commission to establish policies and programs to expand electric distribution and transmission facilities necessary for timely interconnection and service to electric vehicle charging stations.

Empowers the Commission to provide rebates or incentives to utility customers installing electric vehicle charging stations at workplaces, businesses, government buildings, residences and other locations.

Authorizes the Commission to encourage and reward utility customers and charging service providers that manage electric vehicle charging loads to enable efficient and cost-effective grid operation.

Declares legislative intent to support expansion of electric vehicles and charging equipment while encouraging private investment, job creation, competition and customer choice in electric vehicle markets.
