Superintendent of public instruction shall establish a state seal of civics literacy program to recognize high school graduates who demonstrate proficiency in civics.

School districts and charter schools may voluntarily participate in the program and must affix the state seal to diplomas and transcripts of qualifying students.

Students qualify for the seal by completing all social studies graduation requirements with a 3.0 or higher grade point average and demonstrating civics proficiency on assessments adopted by the state board of education.

State board of education shall adopt civics assessments in collaboration with Arizona State University's school of civic and economic thought and leadership and other university experts.

Program terminates on July 1, 2028 pursuant to sunset provisions under Arizona Revised Statutes section 41-3102.
