Increases superior court clerk filing fees across multiple categories, including initial case filing fees from $166.00 to $188.00 and subsequent case filing fees from $88.00 to $100.00.

Increases justice of the peace court fees, including civil filing fees from $65.00 to $73.00 and small claims filing from $23.00 to $25.00.

Adjusts the percentage distribution of court fee revenues to various state funds including the domestic violence services fund, child abuse prevention fund, and judicial collection enhancement fund, with most percentages reduced slightly.

Adds a new 6.00 percent allocation to the elected officials' retirement plan fund for employers' contributions under section 38-810.

Requires a two-thirds vote in both houses of the legislature for enactment and becomes effective immediately upon the governor's signature or upon three-fourths legislative override of a gubernatorial veto.
