• Amends the definition of domestic violence in section 13-3601 to clarify that persons in the same household must be in a familial, sexual, or romantic relationship for conduct to qualify as domestic violence.

• Adds requirement that peace officers conduct a child welfare check when responding to domestic violence calls where a minor is present to determine if the child is safe and may be a victim of domestic violence or child abuse.

• Modifies section 13-3601.01 to limit mandatory domestic violence offender treatment program orders to specific relationships (marriage/former marriage, shared children, pregnancy, or romantic/sexual relationships) while allowing discretionary treatment programs for other relationships.

• Changes treatment program requirements for repeat offenders from mandatory to discretionary, allowing judges to consider alternative sanctions or other treatment options instead of ordering completion of a domestic violence offender treatment program.

• Transfers authority to adopt and enforce guidelines for domestic violence offender treatment program approval from the Department of Health Services to the Supreme Court.
