• Exempts veterans without a residence address or whose address is a homeless shelter from paying driver license fees under section 28-3002.

• Exempts veterans without a residence address from paying nonoperating identification license fees under section 28-3165.

• Allows applicants to provide driver license and nonoperating identification applications without a residence address if they do not have one.

• Adds definition of "veteran" by reference to section 41-601 in relevant sections governing driver licenses and nonoperating identification licenses.

• Allows veterans to display a distinguishing mark on both driver licenses and nonoperating identification licenses identifying them as veterans upon proof of veteran status.
