Amends Arizona Revised Statutes Section 13-2508 to expand the crime of "resisting arrest" to include "resisting detention."

Establishes that a person commits resisting arrest or detention by intentionally preventing or attempting to prevent a peace officer from effecting an arrest or detention through physical force, threats, or means creating substantial injury risk, or through passive resistance.

Classifies resisting arrest or detention through physical force or threatening force (subsection A, paragraphs 1-2) as a class 6 felony.

Classifies resisting arrest or detention through passive resistance (subsection A, paragraph 3) as a class 1 misdemeanor.

Defines "passive resistance" as a nonviolent physical act or failure to act intended to impede, hinder, or delay the effecting of an arrest or detention.
