Authorizes cities, towns, or counties to establish voluntary programs providing emergency responders with critical health information about participating motorists involved in vehicle accidents or emergencies.

Requires program materials to include a 3.5-inch yellow "saving lives" decal for the rear driver's side window, a health information card with medical details and emergency contacts, and a yellow envelope to store the card in the vehicle's glove compartment.

Allows emergency responders at accident scenes to search the glove compartment when a yellow decal is visible, and permits use of the health information to identify participants, determine medical conditions, contact emergency contacts, and inform medical treatment decisions.

Permits cities, towns, or counties to charge program participants a nominal fee for program costs, as determined locally.

Provides liability protection for emergency responders against civil damages for incomplete or incorrect information, unless involving intentional misconduct or gross negligence, and shields them from liability for vehicle damage incurred while retrieving information.
