Adds new ground (paragraph 12) for terminating parental rights when one parent knowingly engaged in sexual intercourse with the other parent without consent, when the other parent was under 15 years old, or when the other parent was 15-17 years old and the first parent was in a position of trust.

Establishes a rebuttable presumption that termination is in the child's best interests if the parent was convicted of a criminal offense related to the conduct described in paragraph 12.

Specifies that having only one legal parent is not presumed to be contrary to the child's best interests under paragraph 12 grounds.

Requires courts considering paragraph 12 termination to consider the wishes of the victim of the conduct.

Provides that termination of parental rights under paragraph 12 does not eliminate the parent's child support or birth-related expense obligations unless the other parent declines payment.
