Adds autism spectrum disorder to the list of debilitating medical conditions qualifying patients with a physician's certification can use medical marijuana to treat.

Maintains existing allowable amounts of marijuana for qualifying patients and designated caregivers: 2.5 ounces of usable marijuana and up to 12 plants in an enclosed, locked facility.

Requires the amendment to take effect only upon affirmative vote of at least three-fourths of the members of each house of the legislature, per Arizona Constitution Article IV, Part 1, Section 1.

Makes technical corrections to existing statute language regarding the verification system and nonsensical numbering.
