Amends Arizona Revised Statutes section 13-3405 to reclassify marijuana possession and distribution penalties based on weight thresholds.

Possession of less than 3.5 grams remains a class 1 misdemeanor; possession of 3.5 grams to 2 pounds becomes a class 6 felony; possession of 2-4 pounds becomes a class 5 felony; possession of 4+ pounds becomes a class 4 felony.

Reclassifies marijuana possession for sale from class 4 felony (under 2 pounds) to class 3 felony (2-4 pounds) to class 2 felony (over 4 pounds).

Mandates minimum $750 fine or three times the value of marijuana involved, whichever is greater, with no judicial suspension allowed.

Requires community restitution hours (24-240 hours depending on offense severity) and drug testing for felony convictions; misdemeanor probationers must complete 8 hours of drug education instruction or 24 hours community service.
