Requires owners of wells in Hualapai Valley, Sacramento Valley, Renegras Plain, McMullen Valley, and Butler Valley basins to report annual water withdrawals if the well was drilled on or after January 1, 2012, and has a pump capacity exceeding 100 gallons per minute.

Well owners without meters must maintain records of estimated water withdrawals, diversions, and deliveries in a format prescribed by the director of water resources.

Well owners must file annual reports with the Department of Water Resources by December 10 for the years 2018, 2019, and 2020, covering the preceding twelve calendar months.

The Department of Water Resources must allow both electronic and paper filing options for reports.

The reporting requirement expires and this section is repealed on December 31, 2020.
