Amends Arizona Revised Statutes Section 15-393 regarding joint technical education districts (JTEDs) to modify maintenance of effort requirements for participating school districts.

Establishes that the Department of Education shall determine the statewide average per pupil maintenance of effort amount for school districts in JTEDs during fiscal year 2017-2018, and school districts are not required to exceed that amount in subsequent fiscal years.

Requires school districts participating in JTEDs to use monies received to supplement and not supplant base year career and technical education courses and related equipment, except districts that previously supplanted such courses must use 100% of received monies to supplement.

Mandates applicable school districts provide reports to the joint board and Department of Education outlining maintenance of effort compliance and how monies were used to supplement career and technical education courses and facilities.
