Establishes the International Transportation and Trade Corridor Authority as a state entity with jurisdiction statewide to construct, finance, and operate transportation and trade facilities involving rail, roadway, multimodal systems, and related infrastructure.

Creates a nine-member board appointed by the governor (5 members), president of the senate (2 members), and speaker of the house (2 members), with members serving four-year terms and eligible for one reappointment.

Authorizes the authority to acquire property, enter into contracts with private partners, issue negotiable bonds for facility construction, and establish multiple funding accounts (construction, facility revenue clearing, and operating accounts) with specific revenue allocation procedures.

Requires the authority to establish disadvantaged business enterprise participation goals, ensure contractors provide health insurance to employees, and file monthly reports to the governor and legislature on activities and financial performance.

Terminates the authority on July 1, 2022, with all authorizing statutes repealing January 1, 2023; appropriates $200,000 from the state general fund for fiscal year 2018-2019.
