Amends Arizona Revised Statutes § 13-3401 to revise the definition of "cannabis" to include all parts of any plant of the genus cannabis and all products manufactured primarily from cannabis plant material without introducing additional controlled substances.

Revises the definition of "marijuana" in § 13-3401 to remove language specifying that resin must not be extracted, defining it as all parts of any cannabis plant whether growing or not, and the seeds of such plant.

Amends § 36-2801 (medical marijuana provisions) to clarify definitions of allowable amounts, usable marijuana, and registry identification cards, with retroactive application to December 13, 2010.

Requires a three-fourths affirmative vote of both chambers of the legislature for the amendments to § 36-2801 to become effective, per Arizona Constitution article IV, part 1, section 1.
