Amends Arizona law to allow governing bodies to sell roadway land by quitclaim deed or other appropriate instruments, with the roadway deemed vacated upon conveyance and title vesting in the grantee.

Requires at least 60 days' notice of sale posted at intervals of no more than one mile and in at least three places along the roadway, with notice delivered or mailed to abutting owners of record.

Grants abutting owners preference rights to purchase the portion of roadway to which they are entitled for the original consideration paid when the land was first acquired for public use (presumed to be zero if not demonstrated otherwise).

Allows abutting owners comprising more than 50 percent of the land subject to sale to elect, at least 30 days before the sale, that the land be auctioned by the state, city, town, or county for consideration the entity deems advisable.

Modifies the definition of "abutting owner" to mean the record owner in whom title to a portion of the roadway would vest under section 28-7205, and clarifies that consideration requirements in section 28-7208 do not apply to sales under the amended provisions.
