Establishes comprehensive rights for sexual assault survivors including the right to consult with a victim advocate during medical exams and law enforcement interviews, with communications remaining confidential and privileged.

Prohibits charging survivors for costs of medical evidentiary examinations and requires provision of postcoital contraception at no cost within four hours of arrival at a medical facility.

Requires medical facilities and law enforcement to inform survivors of their rights in writing before examinations or interviews, including rights regarding sexual assault kit evidence analysis, tracking, and protection from prosecution based on kit evidence.

Mandates prompt analysis of sexual assault kits and establishes a tracking system allowing survivors to monitor kit location and status by telephone or internet within one year of the law's effective date.

Creates a sexual assault survivor rights study committee with representatives from state agencies, victims' organizations, law enforcement, health care, and advocacy groups to study best practices and make recommendations on complaint mechanisms, victim advocate expansion, and implementation evaluation by September 30, 2020.
