Repeals Title 34, chapter 3, article 2 of the Arizona Revised Statutes entirely.

Amends section 40-360.06 regarding certificates of environmental compatibility to prohibit the commission from requiring contractors, subcontractors, material suppliers, or other persons involved in construction, maintenance, repair, or improvement of regulated projects to negotiate or execute project labor agreements, neutrality agreements, or apprenticeship participation agreements as a condition of commission approval.

Clarifies that the prohibition does not prevent private parties from voluntarily entering into collective bargaining relationships or interfere with activity protected by the National Labor Relations Act.

Maintains requirements for applicants to comply with all applicable nuclear radiation standards and air and water pollution control standards and regulations.
