Non-resident circulators and all paid circulators for statewide ballot measures must register with the secretary of state before circulating petitions.

Registered circulators must consent to Arizona court jurisdiction, designate an in-state address for service of process, and may have their signatures invalidated if they fail to appear after being served a subpoena.

Persons may challenge circulator registrations in superior court within 10 business days after petitions are filed, with appeals available to the supreme court within 5 calendar days.

"Paid circulator" is redefined to mean a person receiving compensation for obtaining signatures or circulating petitions, excluding political committee employees unless they obtain 200 or more signatures in an election cycle.

The secretary of state must disqualify signatures from unregistered circulators and publish circulator information on a website.
