Requires each licensing authority in Arizona to provide digital recordings of all meetings except executive sessions, in addition to existing public meeting requirements under title 38, chapter 3, article 3.1.

Mandates licensing authorities post digital recordings on their websites within 5 days of meetings and maintain them for at least 3 years.

Requires licensing authorities to post all final decisions, orders, and actions on their websites within 5 days of meetings and retain such information for at least 3 years, with limited exceptions.

Directs the Department of Administration to study the costs of providing complete audiovisual recordings for all licensing authority meetings, including equipment, software, website hosting, and centralized website options, with a report due by October 1, 2018.

Becomes effective December 31, 2018, with the Department of Administration study requirement repealing September 30, 2019.
