Establishes definition of "electric bicycle" as a bicycle or tricycle with fully operable pedals and electric motor less than 750 watts, classified into three types based on assistance speed (Class 1 at 20 mph, Class 2 at 20 mph throttle, Class 3 at 28 mph).

Grants electric bicycle operators all rights and duties of regular bicycle riders and exempts electric bicycles from vehicle registration, titling, license tax, driver license requirements, and vehicle insurance requirements.

Requires manufacturers and distributors to permanently affix labels on electric bicycles by January 1, 2019, displaying classification number, top assisted speed, and motor wattage in at least 9-point type.

Permits Class 1 and Class 2 electric bicycles on bicycle and multiuse paths unless prohibited by local authority; restricts Class 3 electric bicycles from paths unless within/adjacent to highways or authorized by local authority.

Excludes electric bicycles from motorized gas-powered bicycle provisions and clarifies electric bicycles are not subject to vehicle-related regulations in Title 28.
