Waives penalties under A.R.S. § 41-1279.07, subsection H for La Paz County's excess local revenue expenditures in fiscal years 2013-2014 through 2017-2018.

Requires La Paz County to submit expenditure reports, financial and compliance audits, and notice of pending financial statement filings to legislative leadership within ten months after the close of each fiscal year for fiscal years 2018-2019 through 2022-2023.

Authorizes the Senate Finance Committee or House Ways and Means Committee chairperson to hold a hearing to determine compliance with reporting requirements if deemed necessary by legislative leaders.

Prohibits La Paz County from seeking another legislative waiver of penalties for excess expenditures for a minimum of five years from the bill's effective date.

Effective retroactively to June 30, 2013.
