Adds section 41-115 to Arizona Revised Statutes authorizing the Governor's Office of Youth, Faith and Family or the Department of Health Services to partner with state and local education agencies and nonprofit youth development organizations to provide education about substance dangers.

Requires annual instruction for students in grades 5 through 12 covering the health dangers of federally defined illegal substances, tobacco, alcohol, marijuana, opioids, and nonprescription pharmaceuticals.

Defines "facility-based nonprofit youth development organization" as an organization providing recreational, educational, and character-building programs for children ages 6 to 18.
