Amends Arizona Revised Statutes section 49-210 to add water quality monitoring and aquifer pollution reporting to the purposes for which the water quality fee fund may be used.

Modifies the conditional repeal provision in Laws 2018, chapter 225, section 11 regarding the clean water act section 404 dredge and fill permit program, clarifying that it applies to article 3.2 of title 49, chapter 2.

Allows the Arizona water protection fund commission to grant up to $336,000 to the department of water resources for fiscal year 2018-2019 administrative costs.

Permits the department of environmental quality to use up to $6,531,000 from the underground storage tank revolving fund in fiscal year 2018-2019 for administrative costs and remediation of sewage discharge issues in Naco, Arizona.

Appropriates $6,500,000 from the emissions inspection fund, $5,000,000 from the air quality fund, and $2,052,000 from the recycling fund to the water quality assurance revolving fund in fiscal year 2018-2019.
