Amends the deadline for the auditor general's report on the Department of Child Safety's caseworker caseload standards from December 31, 2018 to December 31, 2020, and requires the report to include analysis of caseworker caseload differences between field offices.

Authorizes the Department of Economic Security to reduce maximum income eligibility levels for child care assistance during fiscal year 2018-2019 to manage within available appropriations, with notification to the joint legislative budget committee required within 15 days of implementation.

Allows the Department of Economic Security to use fiscal year 2018-2019 appropriations from the special administration fund for adult services and domestic violence prevention, notwithstanding existing statutory restrictions.

Permits the Department of Economic Security to use fiscal year 2018-2019 spinal and head injuries trust fund appropriations for the Arizona early intervention program, despite existing statutory limitations.

Requires the Department of Economic Security to screen and test adult temporary assistance for needy families cash benefit recipients where there is reasonable cause to believe they use controlled substances; recipients testing positive for unprescribed drugs are ineligible for benefits for one year.

Requires the Arizona Early Childhood Development and Health Board and Department of Child Safety to jointly report to the legislative budget committee by February 1, 2019 on their collaborative efforts to address child welfare issues.
