Amends community college credit course requirements to prohibit prerequisites that require membership in labor organizations, trade organizations, trade guilds, or participation in industry apprenticeship programs.

Requires Arizona Board of Regents universities to provide tuition waivers to students in or formerly in foster care (age 16+), under age 23, with assets under $10,000, and who complete 30 annual volunteer hours after the first year.

Modifies Arizona Teacher Academy to remove the "2017-2018 academic year" limitation, allowing the program to continue providing full tuition and fee waivers to Arizona resident students who commit to teach in Arizona public schools for one year per year of funding received.

Changes university cost containment reporting requirements to focus on tuition/fee trends, employee FTES and salaries, and credit hours required for degrees in the 10 programs with largest increases.

Allows community college districts to resubmit property tax levy amounts 20-35 years after initial approval, with increases capped at 2x the otherwise authorized levy, phased in over three years.
