Changes license plate fee structure to issue one plate per vehicle by default (instead of pairs) and establishes director-prescribed fees for additional plates; modifies special veteran plate fees.

Eliminates the "legislative governmental mall commission" and transfers its authority to the department of administration for reviewing and approving governmental mall development projects and monuments/memorials.

Establishes new capitol mall consolidation fund for building renewal and renovations of state-owned buildings, with proceeds from sales of three specific state properties to be deposited into the fund.
