Urges the United States Congress to conduct a full and transparent investigation into organ transplant and procurement practices in the People's Republic of China, particularly regarding allegations of forced organ harvesting from prisoners of conscience, including Falun Gong practitioners.

Requests Congress prohibit entry into the United States of doctors involved in unethical organ procurement or transplant surgery using organs harvested from prisoners in China.

Calls on Congress to enact legislation prohibiting United States citizens from receiving organ transplants abroad if the organ sourcing is neither transparent nor traceable according to international ethical guidelines.

Urges Arizona's medical community to caution patients against traveling to China for organ transplants and to raise awareness among health care providers, students, patients and the public about unethical organ transplant practices in China.

Directs the Arizona Secretary of State to transmit copies of the memorial to the President of the United States Senate, Speaker of the House, Arizona Medical Board Executive Director, and Dean of the University of Arizona College of Medicine.
