Urges United States Congress to enact the Blue Water Navy Vietnam Veterans Act to provide presumptive benefits coverage for veterans exposed to Agent Orange while serving in Vietnamese territorial seas during the Vietnam War.

Recognizes that the Agent Orange Act of 1991 provided benefits to veterans with Agent Orange-related diseases, but was limited in 2002 to only those who could prove "boots on the ground" service in Vietnam.

Seeks to restore presumptive coverage for blue water navy veterans and eliminate the burden of proving exposure to Agent Orange, which affected more than 20 million gallons of the herbicide sprayed in Vietnamese waters.

Directs the Arizona Secretary of State to transmit copies of this memorial to the President of the United States Senate, the Speaker of the United States House of Representatives, and each Member of Congress from Arizona.
