AZ HCR2007

Amends Arizona's Citizens Clean Elections Act to prohibit participating candidates from making payments to tax-exempt organizations eligible to influence elections or to political parties.

Prohibits participating candidates from using clean elections funds to purchase goods or services bearing distinctive trademarks or logos owned by the candidate or entities in which the candidate has a controlling interest.

Modifies rulemaking procedures for the Citizens Clean Elections Commission by removing exemption from Title 41, Chapter 6, Article 3 and requiring 60-day public comment periods before rule adoption.

Requires the Citizens Clean Elections Commission to propose and adopt rules in public meetings and file proposed rules with the Secretary of State for publication in the Arizona Administrative Register.

Directs the Secretary of State to submit the measure to voters at the next general election for approval.
