HCR 2020 Summary

• Proposes a constitutional amendment requiring disclosure of original sources of all contributions of $2,500 or more used to fund campaign expenditures exceeding $10,000 in a two-year election cycle.

• Requires initial disclosure within 5 days of crossing the $10,000 expenditure threshold and supplemental disclosures within 24 hours when additional $10,000 expenditure thresholds are met.

• Defines "original source" as a person whose contribution comes entirely from non-contribution sources such as wages, investment income, or business revenue, with exceptions for inheritances and membership dues under $5,000.

• Establishes civil penalties of not less than the undisclosed expenditure amount and up to three times that amount, enforceable by the Citizens Clean Elections Commission or private citizens eligible to vote in Arizona.
