HCR 2022 Summary

• Proposes constitutional amendment to Article VII, Section 10 eliminating the direct primary election for U.S. Senate candidates and instead requiring the Arizona House and Senate caucuses of each political party to jointly meet and designate two nominees per party by majority vote to appear on the general election ballot.

• Modifies Article VII, Section 17 to provide that when a U.S. Senate vacancy occurs, the Legislature shall designate nominees for the general election ballot according to the process established in Section 10, rather than holding a primary election.

• Allows persons registered as no party preference, independent, or with a non-qualified political party to vote in the primary election of any qualified political party.

• Requires the Secretary of State to submit this proposition to voters at the next general election for approval.
