Ratifies an agreement among Lower Colorado River Basin states and water users to address drought conditions and Lake Mead elevation concerns.

Authorizes Arizona to temporarily waive its sovereign and contractual rights to surplus Colorado River water deliveries under the 1944 Colorado River water contract and the Arizona v. California Supreme Court decree.

Establishes that Arizona will only waive water rights when Lake Mead elevation falls below critical levels, and only for voluntary reductions by water users in Arizona, California, and Nevada.

Requires that any future supplements, amendments, or modifications to the agreement must be ratified and approved by the Arizona Legislature, with the contract enforced according to its original terms unless otherwise modified.

Declares this action a response to unique and extraordinary circumstances related to increased likelihood of Lake Mead falling below critical elevations in recent years.
