Permits home-based businesses to employ residents of the dwelling, immediate family members, or up to two non-resident individuals without regulatory restriction.

Allows use of up to 50 percent of the primary residential dwelling's square footage or a 400-square-foot or smaller accessory structure/garage for home-based business activity without county prohibition.

Permits reasonable operating requirements on home-based businesses by counties while restricting their ability to regulate traffic, parking, deliveries, multiple clients, or business activity in the specified ways.
