Removes the prohibition on motorcycles operating between lanes of traffic or between adjacent rows of vehicles.

Removes the prohibition on overtaking and passing in the same lane occupied by the vehicle being overtaken.

Allows the Department of Public Safety to develop educational guidelines regarding when motorcycle operators may ride between lanes or pass in the same lane.

Requires the Department of Public Safety to consult with the Department of Transportation, Governor's Office of Highway Safety, and motorcycle safety organizations when developing these guidelines.

Maintains the requirement that motorcycles are entitled to full use of a lane and that motor vehicles cannot deprive motorcycles of full lane use.
