Amends Arizona Revised Statutes Section 15-901 to modify the definition and calculation of "average daily membership" for school finance purposes.

Removes language prohibiting lunch periods and recess periods from being counted as instructional hours, except for children with disabilities when specified in their individualized education program.

Clarifies that hours in which a student is scheduled to attend school during the regular school day shall be included in the calculation of average daily membership for common school and high school students.

Applies to both full-time and part-time students, kindergarten programs, preschool children with disabilities, and homebound or hospitalized students in school district funding calculations.
